Augustin Martin-Escobar of Seville, Spain has been charged with driving without due care and attention on January 5.
The 36-year-old is set to appear at Slough Magistrates' Court on Thursday.
He is accused of turning his Spanish-registered Volvo Irizar coach around at the park's turning circle in Alma Road and hitting the elderly couple.
The man had to have an operation to remove his leg and his wife, 80, also suffered a minor head injury in the incident.
Martin-Escobar is on unconditional bail.
More than 50 street parties are set to take place this weekend across the Royal Borough of Windsor and Maidenhead and the surrounding areas.
An independent report into a Conservative councillor has found a breach of the Royal Borough’s code of conduct in a document seen by the Advertiser.
