Windsor and Eton Society has organised the event, at which ward councillor for Castle Without George Bathurst will discuss the plan for which he hopes to attract funding in his role as a private businessman.
His plan would link the lines running into Windsor's two stations by tunnel, creating a direct route to Slough, Heathrow and South London.
The idea has won the support of the Royal Borough's two MPs, Adam Afriyie and Home Secretary Theresa May. The meeting at the hall in St Leonard's Road is on Thursday, November 14 starting at 3pm.
