In a statement, he said: "In the light of recent events, I would like to reiterate my unreserved apology to all those who have been offended or hurt by a comment made by me last Monday.
"It was never my intention to cause offence. The remark was irresponsible and ill conceived, and I would like to confirm that the comment categorically does not reflect my personal views in any way.
"In the circumstances I have tendered my resignation as a local Councillor of RBWM with immediate effect."
