Kevin McNally, of no fixed abode, is accused of illegally keeping a dog between September and October in Windsor after he was disqualified from keeping animals under the Animal Welfare Act 2006.
The 46-year-old is also accused of begging in Thames Street in September 30.
He has been remanded on unconditional bail to appear at Reading Magistrates' Court on February 18.
