Bill Dax, who is chairman of Thames Executive Charter Company, made a personal appearance in front of planning councillors back in January to ask permission to put a 15m by 4m jetty on the river at Jennings Wharf adjoining Windsor and Eton Bridge.
He had reduced the size of the jetty from the originally planned 25m by 6m one they turned down five months earlier.
But councillors on the Royal Borough's urban development control panel remained equally adamant that a smaller jetty would still block the already congested footpath beside the river.
Now a planning appeal has been lodged by Mr Dax's company to put jetty on the river, which will mean the final decision rests with a Government inspector.
